After Senator Edgardo J. Angara told cultural agencies to stop funding “fiestas” -- “little projects here and there,” as he called it -- and “distributing money as if [it] were just pan de sal” during last year’s budget hearing, the National Commission on Culture and the Arts (NCCA) returns with the Philippine Arts Festival (PAF), which promises to be the “biggest and grandest” yet.
